it will be every bit that warm this afternoon, maybe a degree or two higher than that. if you spent any time at all outside yesterday you know what a nice day it was as far as humidity is concerned. not all that terribly humid. here is your live picture, scanning over washington looking for the rising sun. are we going to find it? i know it's up. let's put it that way. there it is. 5:52 was the sunrise, nine else ago. el sol rising in the east. beautiful picture there. 75 downtown. as a mentioned, a lot of western suburbs cooled down into the low to mid-60s, manassas, opal, washington, virginia. low 60s there this morning. a little touchy fog in spots. mid-60s in the western suburbs. mid-70s downtown. mid-70s for you folks along the chesapeake bay. hardly a cloud to be found out there. that's the way your sunday will

break down. sun, sun, sun, and sun for our forecast today. but it will be a toasty warm one. highs near 93 degrees. going to do any sailing or boating on the chesapeake bay, bay water temperature, 80 degrees inside the water. 89 outside the water today. and 93 tomorrow. so good times to call your friends down at the bay and invite yourself down. >> all right. thank you, chuck. in our headlines now, new from overnight, two police officers are hurt after their car collided with another vehicle in riverdale in prince george's county. the accident happened 2:00 this morning on riverdale and 53rd avenue. one person in the other vehicle was also hurt. all three taken to the hospital. we're still work to go bring you more on their conditions. now to the district where police officers are looking for the driver who hit a teen and took off. officers say the 17-year-old victim was riding his bike on stanton road and alabama avenue southeast about 11:00 last night when he was hit.

police say he suffered serious injuries but they are not elaborating on his condition. in the age of cell phone cameras and youtube it's not unusual to see a fight posted on the internet. but a fight that broke out in adams morgan last month is getting a lot of attention because one of the men involved is a d.c. police officer. news 4's darcy spencer reports. >> reporter: this video of a d.c. police officer taking down a man in adams morgan has gone viral on the internet. more than 300,000 people have watched it. it shows a man in a white tank top circling police officers in a crowd egging on a fight. at one point the officer appears to take a fighting stance. then he tackles the man as the crowd goes wild. jim graham represents adams morgan. he said he does not fault the percent who were being taunted but he has asked d.c. police to look into the incident.

>> we can increase the police or we can do both. something has got to be done differently. >> reporter: this man, who didn't want to be identified, said he saw the end of the june 19th fight here on 18th street at belmont road. he doesn't give the police a passes on how they handled the suspect. >> being a law enforcement officer you're supposed to be above it all. they get taunted every single day. so they should be used to it. there's no reason why an officer should square up, put his hands up in a fighting position against someone else. >> he is bartender and says he knows the officer at the center of the file he said he's one of the best cops in adams morgan. >> i believe he tkefpl did the right thing. he has to protect himself. if someone is causing trouble, harassing people, he has to do what he has to do. >> reporter: some of the officers who work the beat in

adams morgan say they could use 15 additional officers to handle all the crowds on those busy nights. darcy spencer, news 4 today. >> d.c. police have also issued a brief statement on this incident. it reads, regarding the video we are aware of it. this matter is under investigation. we cannot comment further at this time. d.c. city leaders say gambling may have been the reason behind a triple shooting that left two men dead. we first brought you the story as breaking news yesterday morning. it happened in front of a house on park wood, 14th street, northwest d.c. 32-year-old jimmy simmons and 31-year-old dominique barber died. rescuers took a third man to the hospital where he is now in critical condition. police are trying to figure out if one of the men shot may have also been the gunmen. a woman in virginia recovering after falling into an old rock quarry. the woman was hiking with a man

in the park in larton when she slipped. she fell 20 to 30 feet, hit the ground and rolled into the quarry which is now flooded. firefighters had to use two inflatable boats to pull the woman out. her injuries are considered serious but not life threatening. house speaker john boehner will roll out a new debt reduction plan. he abandoned the $4 trillion 10-year page that included tax hikes. boehner said his plan is more realistic and does not include tax increases. the government's borrowing limit is currently capped at $14.3 trillion. obama administration officials say it will go into default by august 2nd. as those critical talks on the nation's debt continue, the president's point man on the economy, treasury secretary tim geithner will be a guest on "meet the press" this morning right here on nbc 4. a week's worth of memorial

services are now in place for former first lady betty ford. the the first funeral service will be tuesday st. mark's episcopal church not far from the ford clinic. she will be flown to grand rapids, michigan where she will lie in repose at the museum named after her husband. and a second at grace episcopal church before she is buried by her husband at gerald ford museum. ? just a few hours the dalai lama will be back at the verizon center leading his fifth day of worship. yesterday's service was open to the public on capitol hill and included a star-studded service with whoopi goldbergs emcee and schuyler gray performing "coming home." he said world peace starts with personal changes first. >> try to create calm mind, peace of mind.

a look at stories affecting your community. a look at your top stories and your sunday forecast. >> reporter: good morning. welcome to reporter's net book. this morning, leslie johnson's resignation, malfunctioning metro escalators and turnabout on the dulles rail extension. adrian washington, dave mcconnell and jerry phillips. thanks, guys, for being with us this morning. >> good morning. >> let's start with the resignation of prince george's county councilwoman leslie johnson. effective july 31st. she had originally vowed to keep the seat until her sentencing in october after she pleaded guilty to destroying evidence in a federal corruption probe. some including the county executive are saying that july # 1st still isn't soon enough. is there any indication at all that she will step down before then. >> as we talk to you now we

don't have any indication. but the koubl would like her to go asap. so would baker, the county executive. the thinking is she's ineffective. they have this cloud hanging over them because of the johnsons. the sooner she goes the better because of image. they want to take away her cell phone, all her perks. she's not going to do them any good and the longer she's there the kwors it looks. >> they asked for her computer, car, parking pass and cell phone back. how much of a distraction is all of this? >> it's a lot of tkrabgz. that's one of the reasons why the county executive, along with council members, have asked leave right away. and there's another point here too. not only the distraction while she's still on the dance step, the fact is they won't have much time for a special election. they wanted to have a special election as soon as possible. if i'm not mistaken, i remember

the county executive baker saying we will have to use the summer months to have this special election. so if she stays on until the 31st of july, you only have part of august. because, remember, the schools open. a lot of other things happen getting ready for fall. >> adrian, it takes 45 to 60 days to plan for the primary, party nominations and then 60 to 90 days to plan for the special election itself, to hold it. the law says she doesn't have to go. should the law be changed? >> no, the law shouldn't be changed. she should do the right thing, resign and resign immediately as she has been asked to do. reports this week were she was missing in action. so she wasn't doing her job. she's collecting taxpayer dollars as a salary she needs to be doing her job.

the things she needs to do her job, including staff being reassigned, precludes her from being an effective council member. party officials are not just worried about this primary. they have big elections coming up all over the state. this is a question of who is going to take over the johnson's power position in prince george's connecticut in this void. is it going to be baker and curry and that group, or is it going to be an independent group of black leaders and come up from the grassroots to take over the power structure. so the sooner she's gone the more that coalition, the more that power fight will unfold. >> turning to metro, it was a tough week if you were trying to ride the rails. passengers needed hiking boots

because they were malfunctioning around the area. they found flip-flops and sandals stuck in escalators. now, flip-flops don't help the situation anyway. >> no. and they have a continuing problem of inspecting equipment with shaping things up. they complain they don't have enough money. any number of things. staff is being improved since the horrible action we had last year. they're making progress. but things are tough. as one who used the subway this week it was rough. there was no escalator at my various stops. >> i don't know how to add to this really. because out of 26 shows we've done here on reporter's notebook this year we have talked about metro almost 20 of them.

and the same things we've said, bad management. they need more money. and we've gotten these promises. senator mccall skeu said she turned her way in favor of because they were going to do this, that, or the other. but nothing has been done. what is the problem? >> you can't get the jurisdictions to cooperate on spending the money that people think they should. >> that's true. >> they keep holding it up. >> that's true, dave. but we're talking 100 escalators not workng. >> we have had escalator problems since the very beginning. it is a combination of not enough money and bad management. we have seen it -- all of us sitting here -- probably the same thing forever. but somebody i know who worked for metro says metro was a construction company. it started out as a construction company building the metro.

they do very well building the metro. very poorly at operating the metro. it's their focus and training. >> you think you would get the right operators and managers to make that shift from construction to operation. isn't it true that it will take years to fix what's wrong. >> how many more years? >> it's going to take years they say to finish the work that they are trying to do to repair all these escalators. >> i hear what you're saying. they can say it takes years. but i think of that little old lady or gentleman getting up at 7:00 in the morning and trying to get to work and all of a sudden they're in delay because the red line, something was wrong mechanically. >> those people don't like to take, as they call it, the tube. and they don't, senior citizens. >> i'm talking about the average person trying to get to work. >> those are generally younger

people. but still what we can say is thank goodness we haven't had a major accident like we did last year. >> what about d.c. mayor's turnabout in his metrorail expansion at the dulles airport. at some point the mayor said he supported a modest decision to build the expansion underground. now he says this should be built overground. >> he's joining forces with a lot of other people who oppose that particular position who think building it underground will delay things. horribly expensive. who is going to pay for it? a notion that ought to be dismissed. you know, i think sooner or later congressman wolf will step in. he's made it clear he wants to pressure them to staying above ground. sooner arnold later the pressure

will mount. >> he is urging three d.c. members to change positions. >> and somehow i think mr. gray has been urged by of course you know the heavyweight you're talking about, dave, comes from governor mcdonald who said out front he wanted this above ground. >> he doesn't want to pay. >> exactly. but i do want to make one point very quickly, and that is it. if you build it above ground, the maintenance over a period of years will cost. >> well, i think it's short sided for them to be building anything above ground. we see what happens now. we have all these above ground stations. they have to shut the system down. but what you have here that i think has changed the tenure is that tom davis, who is the former mayor of virginia congressman, has gone in and helped with the negotiations. and davis has always been really

good at developing compromise. and i think he's been a change agent factor in these negotiations. but i will say this. my bet is they will not change, even under the pressure. >> when we come back, teachers go to court to try to keep their jobs. comment. what is a a problem is the evaluations are so heavily weighted on the test scores. and it's difficult to have your job be based on what what the test score are going to be alone when there's so many other mi mitigating factors. the teachers that did get the most effective rating are in ward 3 where they come to school with a whole different ranges of resources and background as opposed to ward 8, with the least effective. nobody is saying a teacher shouldn't be evaluated and shouldn't be evaluated strongly. but let's make it even and fair. >> dave, jerry, how strong a case do you think they have?

>> well, in addition to the test scores, a very significant part of how they are passed on is they are oebtd five times a year. how do they stack up on things like ability to explain content clearly, engage students with varying skill levels, maximize instructional time. i'm reading from a page here but i think it's a significant and important index. and if they can't do those things people think, well, maybe they shouldn't be teaching. admitted they they have an effect. people think it should be given great play too. >> it doesn't apply in every situation. the impact problem, which people had questions about from the very beginning, came with guidelines that many of the teachers in ward 8, ward 7, ward

4 and 5 can't live up to. >> what will the impact be on this coming school year, dave? >> it depends how the court case turns out. they can only do technical changes. the main issues we've been talking about aren't part of the decision. if they are dismissed, they'll be gone and we will move on. >> if they're dismissed in time so they can get replacements in the classrooms so there won't be chaos in the school in the beginning when you have all this shift around of assignments, et cetera, what dave read off should happen in every school. you are observed in the classroom. >> in virginia black voters would get more input and candidates in the general assembly. i've run into snarls.

>> you have two competing plans. the house has put in a plan that would give an additional district to black voters around richmond right now. bobby scott. the senate plan gives -- it leaves things basically as they are. up for question is the district in prince william county that is seen a lot of growth in minority population. that is still iffy. all of it will end up in the justice department because virginia is one of those states because of their past discrimination records the justice department will write the final. >> that's the whole world, discrimination. it kept blacks from becoming officials. >> it affects plans. it affects our proper. the counter argument is it may

want to do outside the day. sunscreen and drink a little extra water. this morning we are learning more about the iraq war veteran killed in a terrible roller coaster accident in new york. sergeant james hackemer lost his life doing something millions of americans do every summer. >> reporter: he was a decorated hero, two tours of tkaoufplt when 29-year-old sergeant james hackemer came home he had lost both of his legs in a roadside bomb attack. he had been work to go rebuild his life as a son, husband, and father of two. his family was profiled by nbc's buffalo affiliate wgrz shortly after he was injured. >> he loves life. he really loves his family. >> following years of rehabilitation he went friday to the darien lake amusement park

with friends and family. he wanted to try the ride of steel and climbed into the front seat. the roller coaster reaches a height of 208 feet and speeds topping 70 miles per hour. after coming off one of the steep, sharp hills he was thrown from the ride, plunging to his death. >> there was nothing mechanical that would have caused this accident. >> reporter: according to his mother, he recently returned from walter reed with a new set of prosthetic legs. she added, he was assisted out of the ride and was doing what he wanted to do. >> they are currently investigating the situation with our safety experts and local authorities. meanwhile, the attraction and the surrounding area is closed pending the investigation. >> reporter: the amusement park released a further statement saying we are all brokenhearted by this tragic accident and will continue our support of both the family and the investigation. his aunt said it was tragic he had survived the war in iraq

only to die in an amusement park. kevin tibbles, nbc news, new york. japan was rattled this morning after a magnitude 7 earthquake shook that country seven months after a deadly earthquake and tsunami. a a tsunami warning was also issued. so far no damage has been reported from a tsunami or quake. the fukushima nuclear plant lost power. so far no additional damage to the plant which is still struggle to go keep its reactors cool >> pakistan could lose $800 million in u.s. military aid. according to sources with the "new york times", the obama administration wants to fight militants more effectively. they expelled several u.s. forces in recent weeks. the military aid includes

equipment and training. sources told the "new york times" military assistance would rule when pakistan proves its commitment to counterterrorism efforts. the new defense secretary made a major revelation about the u.s. fight -- rather in afghanistan. leon panetta said defeat is, quote, within reach. he made the statement to reporters on a flight to afghanistan. it's his first trip to that country since becoming defense secretary last week. he said new intelligence, air strikes and the killing of osama bin laden have all but paralyzed al qaeda. >> now is the moment. now is the moment following what happened with bin laden to put maximum pressure on them. because i do believe that if we continue this effort that we can really cripple al qaeda. >> secretary panetta also confirmed that the cia joined the u.s. military in air strikes aimed at taking out al qaeda leadership in yemen.

what do we mean by affordable housing and how big is that region? >> sure. i think the rule of thumb is saying household or residents should not pay more than 30%. so if you live in a union that cost you more than that, that is a housing cost burden. so, for example, 320% pay more than 50 percent of their housing. >> how does that kpraeur to the rest of the country r. we in tough shape? >> yes. we are in very tough place. >> what's the problem? why wasn't we got our housing done? because it drives up the cost of

to pay a little more rent, a little less fuel costs and that kind of thing. manufacture out and make that commute besides the burden of the drive, the fuel costs off jet. there is no more drive to ability. it doesn't exist anymore. >> what's the solution? we were talking earlier, alicia, you were saying they didn't knowknow about it. what's the carrot to dangle in front of them. >> there are several jurisdictions across this region, mr. property abatements, different incentives, speedy approval through the zoning processes. but, again, that's for a jurisdiction to implement individually as they will. something in taorpls of the different tools we try to ken courage is different insure

>> what keeps them? >> from using those tools 1234. >> right. >>. i don't think, i don't think there is anyone keeping them. the key to really doing these kinds of projects be it tod or anything else, is really having some sort of publicen investment in the forms of subsidy. when we are talking about folks making $30,000 a year. they couldn't afford to pay $2,000 to $3,000, the market rate for rent. so you're going to have a -- we call it labored financing. it will be needed to create that soft money, that third layer of finance that comes in and making the project work usually comes from the public sector. right now most jurisdictions as

we know are really struggling through trying to get through budgets and trying to balance their budgets. and the ability to provide that financing is very, very, very challenging. >> right. >> so one of the tod funds that alicia is referring to, a fund that is really target to go east of the anacostia river. we feel this is one of the last frontiers for affordability in the district. column pia hits, adams morgan, shreul, logan circle. >> they've all all couple low. >> they're so high market and land costs are so high. >> the complexity of these programs. we did a deal with seven layers of finance on it. >> whoa stkpwhrfplts. >> that gets pretty complicated.

i'm aaron gilchrist. two police officers hurt after their car collided in riverdale in prince george's county. that accident happened at 2:00 this morning on riverdale at 53rd avenue. one person in the other vehicle was also hurt. police in the district looking for a driver who hit a teen and took off. officers say the 17-year-old victim was riding his bike stanton and southeast around 11:00 when he was hit. police say he suffered serious

for gold standard. >> we expect to get gold certification. >> with affordable housing. >> lead standard and affordable. >> yes. >> how beautiful is that? it's perfect. >> it makes long-term sense to us. we will be long-term operator of it. the low energy costs run out over a long period of time. we recapture thepl and get benefit long time. >> it's not just economic benefit which is important for the feasibility of the product and the long term, but it's the benefit that is attributed to the residents of those buildings. when children are living in a unit, when families are living in a unit where they're not breathing in bad dust from carpets, the water is running more efficiently through the toilets and the sewer systems so there's that piece, they're breathing in clean air from an hvac system that is appropriately installed, that means, particularly in

households where you have asthma. and you do sraeu a have a disproportionate number. the mom doesn't have to take time to take time off to go to the emergency room. >> it's a win-win across the board. >> children are in school longer. housing is all attached. >> hold that thought. i want to get to what appeared in the "washington post".

welcome back to "viewpoint". there was an article in the "washington post" in fairfax county showing people were complaining that the affordable housing was a little too nice. they had billiard rooms and swimming pools and granite countertops and stainless steel. is that a legitimate argument? does affordable housing have to be crap. >> affordable housing doesn't. we have a history in this

country of not even air-conditioning in public housing years ago which made really no sense at all. this particular article i think you can look at some isolated example almost anywhere and see an example of this. particularly rental properties. you want to use the same set of fixtures and furnishings. and in most case where you've got a mix of affordable and market rate housing they are interchangeable. you really can't say i'm going to do -- >> for micah over here and granite over here. because then you're stuck. can we talk a little bit about the face of people who are -- who need affordable housing. we're not talking about just poor people. we're talking about seniors and singles and families and teachers. in this region there's a ton of

people who would fall -- does one size fit all? or do we have to look at affordable housing for baby boomers who are ageing and maybe retirement will not allow them to stay where they are. >> i would definitely say a tren we are seeing now and paradigm shift in terms of communities where you provide this housing and for the demographic. it's for a host of different persons and lifestyles and house holds in terms of competition. we not only want to provide it from fairfax to frederick to the stkeubgt. this allows us to live together and prosper. >> you then don't have something that's marked where the sort of ghetto of low income housing. we don't want to create an us and them. we don't want to create pockets of low income.

you want it all integrated, yes? >> definitely. and i was mentioning the example during the break. i lived in boston, massachusetts. and we have were one of the nicest projects that's literally in back boy boston next door to neiman marcus, mixed income development, that uses low income tax credits. it is basically marketed to folks who make anywhere from 30% to 60% of the area income. it's a beautiful development. to look ate with the naked eye you would not think it was affordable housing in the stereotypical sense if you will. so it's possible to do this stuff in a really nice way. and there's also a lot of research that suggests when you put a decent affordable housing project -- and i don't mean project by sort of the hud definition of a project.

but when you put in an affordable housing development sometimes that can enhance a community. >> right. >> it can actually help values appreciate. you know, so it's really affordable housing can really be a way to rebuild communities ask in ways that may not have always been possible. >> it sounds like we have become a little more progressive and seeing this in a more holistic approach as opposed to the way we used to look at it which was a social program thing. it's an economic issue as opposed to social. >> the better it is for the entire community. >> exactly. >> it is critical. it is an economic issue. a place where the workforce can live to go work. and if we don't have that then the whole economy suffers. >> this has been great. thank you so much. a lee sa lewis, michael pitchford. ing thank you. thank you for enlightening me. i've learned a lot from just talking to you today.

this video of a d.c. police officer taking down a man in adams morgan has gone viral on the internet. more than 300,000 people have watched it. it shows a man in a white tank top circling police officers in a crowd egging on a fight. at one point the officer appears to take a fighting stance. then he tackles the man as the crowd goes wild. jim graham represents adams morgan. he said he does not fault the officers who were being taunted but he has asked d.c. police to look into the incident. >> we can reduce the night life, increase the police, or we can do both. something has got to be done differently. >> reporter: this man, who didn't want to be identified, said he saw the end of the june 19th fight here on 18th street at belmont road. he doesn't give the police a pass on how they handled the suspect. in law enforcements, you're

going to be above it all. there's no reason an officer should square up with everybody. they get taunted every single day. so they should be used to it. there's no reason why an officer should square up, put his hands up in a fighting position against someone else. >> johnny is bartender. he says he knows the officer at the center of the fight. he said he's one of the best cops in adams morgan. >> i believe he definitely did the right thing. he has to protect himself. if someone is causing trouble, harassing people, he has to do what he has to do. >> reporter: some of the officers who work the beat in adams morgan say they could use 15 additional officers to handle all the crowds on those busy nights. in adams morgan, darcy spencer, news 4 today. >> d.c. police have also issued a brief statement on this incident. it reads, regarding the video we are aware of it. this matter is under investigation. we cannot comment further at this time. an update now on a breaking

story we first told you about yesterday here on news 4 today. d.c. city leaders say a triple shoot anything columbia heights happened after gambling in front of a house on park wood just a off 14th street yesterday morning. police found 32-year-old jimmy simmons and dominique barber dead at the scene. a third man is in critical condition. police are trying to figure out if one of the men shot may have also been the gunman. a woman in virginia recovering after being seriously injured in a fall in an old quarry. fairfax county rescue crews saying she was hiking in the act quan in larton when she slipped; fell 20 to 30 feet, hit the ground and rolled into the quarry, which is now flooded. firefighters had to use two inflatable boats to pull the woman out. her injuries are serious but not life threatening. a new debt reduction plan

despite a poor jobs report last week, the highest unemployment rate in six months, economists say they expect the jobless rate to follow through next year. a reuters poll at the top 20 financial institutions showed most expect the unemployment rate to drop below 9% by the end of the year. some say it could drop 8.1% by the end of 2012. friday's job report shows 18,000 jobs were added in june, raising unemployment to 9.2%. despite -- rather exactly 11:07 this morning the space shuttle "atlantis" will dock with the international space station, the final docking for a nasa shuttle in hits 30-year program. it has only four crew members which could make that docking maneuver kind of tricky. you're looking at live pictures from inside the shuttle. commander chris ferguson has to turn the shuttle over in a back flip to line up with the
